A More Effective Maritime Sector

As a centre for peace and stability in West Africa and with a tradition of being a strong democracy, Ghana was the obvious partner when the strategic sector cooperation was seeking a partner country in Sub-Saharan Africa in 2015.

An effective maritime sector and effective maritime governance are essential for Ghana’s continued development. About 90 pct. of Ghana’s - and West Africa’s – international trade is handled by sea.Since 2015, the Maritime Strategic Sector Cooperation has supported Ghana’s endeavours of becoming the Sub-Saharan maritime hub with the new, advanced MPS Terminal in Tema opening in June 2019, spearheading maritime framework conditions in the region, enhancing maritime safety and compliance with IMO regulations and standards.

The Strategic Sector Cooperation has been co-developed between Ghana’s Ministry of Transport and The Danish Maritime Authority.
With a depth of 18 metres, the new MPS Terminal is one of the deepest, largest and technological advanced container ports in Africa. With a vision of increasing the annual amount of containers handled in the port from 800,000 to 3,500,000 in less than 10 years, the terminal, and Ghana as a country, must rely on highly skilled maritime personnel, good framework conditions and a safe, maritime domain.
The bilateral Maritime Strategic Sector Cooperation between the Danish Maritime Authority, Ghana Maritime Authority and the Ghana Ports and Harbours Authority aims at supporting these key, maritime competences.

For more than 4 years Danish and Ghanaian experts have been cooperating on the areas of e-Navigation, enhancing maritime safety, implementation and enforcement of IMO regulations and standards as well as competence development of ship inspectors, sea pilots and tugboat masters in both Ghana and Denmark.
